Section 11166(c) provides that a mandated reporter who fails to report known or reasonably suspected child abuse is guilty of a misdemeanor. Stecks v. Young (1995) 38 Cal.App.4th 365, 374, holds, “section 11166 subdivision (a) creates an affirmative obligation upon designated professionals to report known and suspected child abuse and to do so within specified time frames. The failure to report can subject mandated reporters to both criminal prosecution (§ 11172 subd. (e)) and civil liability.”
