Biography

The Hon. Sharon J. Waters (Ret.) was a judge for the Riverside County Superior Court in California. She was originally appointed to the Municipal Court by former governor Pete Wilson in 1997. She was subsequently elevated to the Superior Court the following year as a result of the court's unification. Waters retired from the bench in 2019.

She received her B.A. from California State University, Long Beach in 1977. She went on to earn her J.D. from the University of the Pacific, McGeorge School of Law in 1981.

After college and while in law school, Waters served as a clerk at the firms of Cohen, Stokke, Owen, and Davis as well as Ingoglia, Marskey, and Kearney.

After graduating from law school, she joined Thompson and Colegate, where she had two cases heard before the U.S. Supreme Court. She also garnered her initial experience in writs and appeals, expertise she would continue throughout her legal career. She left the firm in 1987 to go into solo practice, where she continued in appellate law.

Then, in 1988, Waters became a research attorney for the Hon. Justice Thomas E. Hollenhorst with the California Court of Appeal for the Fourth District.

Five years later, Waters joined forces with a colleague from the Court of Appeal, opening their firm Waters and Elwell, where she partnered until entering back into solo practice. She would remain in that capacity until her appointment to the Municipal Court in 1997.

While on the bench, Waters served as a presiding judge and an assistant presiding judge. Her assignments included complex civil, general civil, family law direct, and criminal preliminary hearings calendars. She also served two terms as the presiding judge for the Superior Court Appellate Department.

Her professional committees have included the California Judicial Council, the Trial Court Presiding Judges Advisory Committee, the Executive Committee, the Chief Probation Officer Governance Committee, the Budget Oversight Committee, and the Grand Jury Committee, just to name a few.

Waters also served as the founder and inaugural president of the Leo A. Deegan American Inn of Court.
