Judge Judy Harris Kluger - Professional Background & Legal Expertise

Biography

The Hon. Judy Harris Kluger (Ret.) was a judge for the Criminal Court of the City of New York in New York County. She was appointed to the Criminal Court in 1988. She left the bench in 2013.

While on the bench, Kluger presided on the Midtown Community Court (1993 to 1996), served as the administrative judge of the New York City Criminal Court (1996 to 2003), and was later appointed to serve as the New York State’s Deputy Chief Administrative Judge for Court Operations and Planning (2003 to 2009). She also served as the Chief of Policy and Planning for the Unified Court System.

Kluger is credited with overseeing the implementation of the Integrated Domestic Violence Court, which was created to serve as a one family/one judge model for the resolution of domestic violence cases within the courts. In addition, she was also instrumental in the creation of the newly-formed Human Trafficking Intervention Courts, which sought to provide compassion and justice to victims of the commercial sex trade.

Prior to joining the bench, Kluger worked as an assistant district attorney with the Kings County District Attorney’s Office. During her tenure there, she rose through the ranks to become the bureau chief of the Sex Crimes and Domestic Violence Bureau (1982 to 1983) and later served as the bureau chief of the Criminal Court (1983 to 1988).

She received a B.A. from New York University in 1973. She also completed a J.D. at St. John’s University School of Law in 1977.

After leaving the bench, Kluger became the executive director of Sanctuary for Families, a non-profit organization that aids domestic violence and sex trafficking victims and their children.

She received the Excellence in Public Service Award from the New York State Bar Association (2013), the In the Trenches Award from the Lawyers Committee Against Domestic Violence (2004), the Abely Award for Leading Women and Children to Safety from the Sanctuary of Families (2004), and the Outstanding Leadership in Breaking the Cycle of Domestic Violence from former Mayor Rudy Giuliani (1999).
