Judge Johnny L. Baynes - Professional Background & Legal Expertise

Biography

The Hon. Johnny L. Baynes is an Acting Justice of the Kings County Supreme Court, Civil Term in the Second Judicial District of New York. He was appointed to the Supreme Court by the Hon. Ann Pfau, former Chief Administrative Judge of the State of New York in 2010. Previously, Justice Baynes was elected to serve as a judge for the Civil Court of the City of New York in Kings County in 2005. He also served as a judge for the Civil Court of the City of New York, Kings County Housing Court from 1993 to 1994. Justice Baynes was appointed to the Housing Court by the Chief Administrative Judge.

Justice Baynes graduated with his bachelor’s degree in economics from Fordham University. He went on to earn his J.D. from Howard University School of Law in 1981.

After graduating from law school, Baynes served as an intern at The Legal Aid Society in New York. He then joined the District Council 37 Municipal Employees Legal Service Plan as a staff attorney shortly after passing the state bar exam in 1985. While there, Baynes helped represent union members in non-criminal courts.

In 1989, Baynes briefly entered into private practice, joining the law firm Rappaport, Krimko, and Hertz where he represented landlords in the Housing and Small Claims Courts.

Later that same year, he became a staff attorney for the New York City Housing Authority, where he was assigned to the Housing Litigation Unit. Baynes would remain in that position until his appointment to the Housing Court in Kings County.

His memberships have included the Vanguard Urban Improvement Association, the Civil Court Judges Association, and the Kings County Bar Association

Justice Baynes, who moved to New York in 1960 from Georgia, has served as a Deacon and Bible teacher at his church. In his free time, he enjoys playing various sports such as basketball and racquetball.
