Judge Floyd V. Baxter: Professional Background and Legal Expertise

The Hon. Floyd V. Baxter (Ret.) served as a judge for the Los Angeles County Superior Court in California. Baxter was initially appointed to the Newhall Municipal Court by former Governor George Deukmejian in 1985. He was elevated to the Superior Court upon court unification in 2000.

Over the course of his judicial career, Baxter was instrumental in the introduction of innovative programs to the court, including the Teen Court. Under this program, youthful first offenders were diverted from the juvenile justice system and ‘tried’ by local junior high school and high school students.

Baxter earned a B.S. in business administration and management from Woodbury University in 1958. He spent the next several years working as a salesman before completing a J.D. at the University of San Fernando College of Law in 1974.

After graduating from law school, Baxter entered into private practice. He worked as an attorney in Encino and Santa Clarita Valley, sitting as a partner at Baxter & Hoodack at the time of his appointment.

Baxter retired on November 1, 2005.
