      Dear Judge Dow:

      lam Russell Smith (“Smith”), a pro se defendant in this matter.            | am unable to
comply with the Court’s verbal order to meet with Moorestown Township and the Fair
Share Housing Center (“FSHC”) concerning settlement of this matter by November 1,
2019 without intervention by the Court.

      FSHC   has already placed a letter on the record that indicates they will not meet.
| have contacted Moorestown Township and they will not reply to me. Four time slots
were suggested by Pennrose, LLC (“Pennrose”) but the Township will not confirm any
of them and | am unable to maintain availability for multiple time slots while waiting for
a reply from Moorestown Township that may or may not come.

      Pennrose has already asserted before the Court that Moorestown Township has
been engaged in settlement discussions about this case.              The notion that some
additional authorization is needed to participate in the discussion is not consistent with
the facts on the record. Further, there are no pending official actions that Moorestown
Township could complete before Friday. The Court should note that cooperation by
Moorestown Township cannot be replied upon and | request any future meetings be
set up via written Court order to reduce the burden on the pro se litigants.
