Dear Judge Baker: At the conclusion of the hearing on December 20, 2013, counsel for International Paper approached the bench and submitted two orders regarding certain special exceptions and pleas to the jurisdiction that the parties had filed earlier in this case. Harris County notes that this Court entered the attached order regarding Defendants’ special exceptions and pleas to the jurisdiction regarding Harris County’s conspiracy claim. International Paper’s proposed orders do not address the parties’ special exceptions. Harris County requests that this Court not enter any orders regarding special exceptions or pleas to the jurisdiction until the parties have the opportunity to supplement the record with additional argument or evidence as appropriate and to review the effect of those rulings upon this proceeding.
