I appreciate the partnership and collaboration between our teams over the past few weeks. In that spirit, I am reaching
out to you directly to raise to your attention an important matter that is delaying your program ‐ finalizing Rev G of your
requirements.
Last Friday, our teams agreed to move forward with a set of updates to the technical requirements document that will
unblock the Change Order and qualification testing, without incurring additional cost to the program for either Terran or
Astra. Finalizing these requirements unblocks a number of work streams for your program and allows us to complete

analysis, design, work and test instructions and other artifacts that allow us to complete the qualification of your system
and allow us to begin production of your propulsion modules.
Our team provided guidance on the recommended requirements updates to reflect what was agreed, as well as a list of
the activities that need to be performed to unblock qualification testing. As of today, Astra has received no response,
and no indication of when the Rev G requirements will be released. Your team was also unable to meet with Astra to
discuss these updates, cancelling two meetings this week.
Astra looks forward to qualifying your hardware and shipping you flight sets, but unfortunately the program is blocked
and will continue to slip without finalized requirements from Terran. To prevent continued program delay, Astra
requests the released Rev G requirements NLT 4/17 to facilitate a signed Change Order NLT 4/19.

Hi Andrew,
Thank you for a productive meeting today, which served as a key step in unblocking qualification testing of the Terran
module. To summarize the discussion, Astra and Terran have agreed to move forward such that no additional
cost related to qual and ATP testing is incurred for the program on either side. To facilitate this, we have agreed to
remove requirements that lead to additional costs/schedule impact from the current Rev F version of the spec. Astra
will provide guidance to Terran, in the form of an updated draft requirements document, Rev G, which is to include the
latest agreed versions of the feed system design requirements (Option C) and other requirements language
improvements, and exclude requirements which incur additional cost. Once agreed, this spec will be incorporated into
the feed system change order.

In order to fully unblock qualification testing the following steps need to be taken:
1. Astra provides draft requirements document: MNSN-0101-Fto G DRAFTMonsoon Propulsion Technical
Requirements.pdf (see highlighted requirements with comments)
2. Terran finalizes and releases requirements document
3. Terran/Astra finalize and sign Change Order
4. Astra updates the Qualification Test Plan to updated requirements version, and incorporation of relevant
feedback from Terran provided previously.
5. Terran performs final review and approval of QTPdocument.
6. Astra finalizes test work instructions based on released QTP document, and begins qualification build.
As noted on the be blocked from proceeding on qual module build/test

As a quick aside -we also completed the mass model build (see image below today) which serves as our pathfinder build
for the qualification build and work instructions.
