I am over 18 years 0f age, and I am currently a Supervising Community Improvement Officer for the City of Ontan’o (“City”). At all times pertinent hereto, have been employed by the City of Ontario (“City”) Community Improvement Department, formerly known as the Code Enforcement Department. Prior to my current role as a Supervising Community \OOONQUI-P Improvement Officer, I was initially a Code Enforcement Officer, and then a Senior Code Enforcement Officer/Community Improvement Officer. My current responsibilities include overseeing the two Senior Community Improvement Officers and several Community 730 10 Improvement Officers, as well as inspecting the conditions ofresidential and commercial properties 91 102 11 to determine Whether Violations 0f the State Housing Law and the City’s adopted codes exist, and CALIFORNIA SUITE OF SMITH 12 working With property owners t0 correct the Violations. I am submitting this declaration in support of the City’s Motion for Appointment of CHARISSE CUCAMONGA, 14 a Receiver (“Motion”) concerning the real property located at 2020 and 2026 S. Magnolia Avenue, LAW UTICA 15 in the City 0f Ontario, California, Assessor’s Parcel Number 1014-541-10-0000 and 1014-541-07- 8301 RANCHO 16 0000 (the “Property”). This case first began in approximately 2015, When I was a Senior Code 17 Enforcement Officer. The following is true and correct t0 the best of my knowledge, and if called 18 upon to do so, I could and would testify competently thereto in a court of law. 19 3. On or about May 29, 201 5, the City received a complaint regarding construction of 20 a large structure at the rear of the Property without proper permits or approval. In response, on May 21 29, 2015, the City sent a Notice of Complaint letter to the Owner. (A true and correct copy of the Notice 0f Complaint is attached hereto as Exhibit “A” and incorporated herein by reference.) 22 23 4. On or about June 17, 2015, I went to the Property and met With the Owner, Who 24 provided access to the rear. There was a building in the rear, that had an apartment inside With 2 25 bedrooms, a kitchen, bathroom and laundry area. The Owner admitted that he had not obtained any 26 permits and was uncertain if any were required. I advised the Owner that I would need to research 27 the permits/building records for the property and told him not to continue work until I got back to 28 him, with the exception 0f completing the concrete flat work he was doing.
