Given the unique way this case was brought into a complex court, an order to choose a third-
party cloud service (also known as an e-service provider) was not issued. The impact of the
pandemic on court operations, however, compels that order be issued. The use of the bulletin
board provided by the e-service provider is extremely critical and necessary during the
pandemic. Every effort must be made to avoid court appearances; the ability to communicate via
