Opposing and right-turns left-turn on CR 48 are channelizedand delineated with pavement markings. CR 48 maintainsa grass/vegetated median, 20'-30' 7' approximately wide and roadway shouldersat approximately wide. north Traffic, and southon Depot Lane, is controlled withstop signsat the intersection with CR48. In addition, asupplemental flasher is presentwithred indications facingDepot Lane and amber indications facingCR 48. This segment of CR 48 is straight and level in proximityto the intersection with a slight horizontal curve to the north, beginning 600' approximately east of the intersection. The stoppingsight at 55 miles distance required per houris 495' 570' reconunended at or at 60 miles per hour,and is available to motorists west travelling on CR 48 to avoid conflicts with vehicles south on Depot La,(which is the inside of thecurve wheresightlines would be less than the otherapproaches).Vehicle vohunes on this approach less than those are substantially on the northbound approach. Depot La. is a two lane,two-way roadway witha full barriercenter line south of CR 4 8 and stop lines on each approach toCR 48. Bothroadways straight are generally and level with sight sufficient distanceon allapproaches. A spot speedstudy was conducted on April 5, 2012 at a location approximately280 it.east of Depot La. indicatingthe85th speed percentile foreastboundand westbound traffic is65 mph and 61 mph, respectively.The postedspeed limitis 55 MPH. 24-hour, 7-daytrafficvolume counts wereconducted in July2013 along DepotLa.at a point 100' approximately southofCR 48. Thisdatashowed thattheaverageweekday traffic (AWDT) was approximately 1,446vehicles,northbound onlyon Depot La. volume traffic counts wereconducted in July2013 La. at a point · 24-hour, 7-day along Depot 500' approximately north ofCR 48.This datashowed thattheaverageweekday traffic (AWDT) was approximately 467 southbound vehicles, only on DepotLa. 24-hour, 7-day traffic volume counts wereconducted in August 2012 along 1.4 CR 48 at a point miles west of DepotLa. The data collected showed that the average weekday traffic (AWDT) was approximately 13,860 7,011 vehicles; eastbound vehicles and 6,849 vehicles westbound. This AADT is. slightlyless than the 14,674 vehicles(AADT) recorded at this same locationin 2009. Intersectionsightdistancewas reviewed on April12, 2012during a filed which visit, revealed that sight distanceis adequatewithno issues fromany approach in any direction. Itis noted that the higher volume sidestreetapproach to CR 48 is located on the outsideofa verylarge curve horizontal withadequate sight linesineach direction.The most sensitive sightdistanceside would street approach be the generally southbound approach (insideof verylargehorizontal curve) lookingtoward Scaled the east. distanceoff aerialphotography shows thatapproximately750 ft.is available from point a departure the 14.5 ft. from nearesttravellanelooking east. The vehicledeparturepoint was determinedin accordancewith establishedguidelinespublishedby AASHTO and ITE. CONCLUSIONS: UPDATED Allprevious recommendations from technicalmernorandum dated April 4, 2012,last revised January 4, 2013have been carriedout. A request forsign maintenancewas forwardedto work crewsas approvedon November 14, 2012and revisedon January4, 2013. Thiswork was completed on January9, 2013. A request for pavementmarking maintenancewas forwarded to Countyengineeron April11, 2012. County records indicate that this work was completed on August 17, 2012. A requestfor speedenforcement was forwarded Police Department to the Southold on or about November 15, 2012. Updated volume traffic data (7-Days, 24-Hours) was collected (ATR) in July 2013 along DepotLane to recordvehiclevolumes north traveling andsouth approachingCR 48. Updated trafficvolume data has beencollated and evaluated. Signal Traffic Warrantanalyses have been conducted usingthisdata. Crash data updateshavebeen included above.70% of the reported crashes maybe of the type correctablewitha traffic signal.However, thequantityof crashesdoesnotsatisfythe criteria recommended for Traffic Signal Warrant#7, Crash Experience,when consideringthe installation of a traffic controlsignal. The existingtraffic signal provides flasher a visual indicationof the potential for traffic on activity approach to the intersection within thisrural setting. Updated traffic signalwarrant analysesindicate that traffic signalwarrants#1 (8-Hourvolume), #2 (4- Hour volume) and #3 (Peak Hour Volume) were satisfied when usingthe August 2012 volume along CR 48 and the July2013 volume along Depot La. Itappears that a traffic signalmay be considered. Considering the effects of northboundDepot La.rightturnsat the intersection; 60% of the northbound traffic yolume was used as the approachvolume on the higher volume minor-street. This scenario eliminatesall the right-turn movements from the approachvolumes warrant used in the signal analysis. As a result, onlythe 8-Hour volume warrantis satisfied. Consideringthe effectsof northboundDepot La. right turns 80% at the intersection; of the northbound volume traffic was used as the approachvolume volume on the higher minor-street.Thisscenario includeshalfof the right-turn volume along withthe through northbound and left turn approach volume used in the signal warrantanalysis. As a result, #1 and #2 were signal warrants traffic satisfied. Itis notedin the MUTCD that satisfaction ofa signal warrant or warrants shallnot,in itself, require the installation control of a traffic signal. Itis notedthatall threeof the 5-year projectedvehiclevolume warrantsare satisfied 100% utilizing and 80% of the higher volume minor-street northbound approach. This engineeringstudyconcludes thatin accordancewithguidelines in the 2009 established Pederal Manual on Traffic Control Devices(MUTCD) and 2011New York State Supplementto the MUTCD and applyingengineeringjudgment when consideringthe installation of a new traffic control signal,a traffic controlsignalis not acommended at this time. Leftturns from westbound CR 48 make up approxirnately 8% ofthe approaching traffic with a totalof95 vehicles over a two hour (3:00pm to 5:00pm) period. It isnoted thatsignificantpercentage increases intrafficvolumes similar tothose recorded on CR 48 may be expected on Depot La. duringthe summer months. A spot speed study was conducted on April 5,2012 at a location approximately 280 ft.eastof Depot La. indicatingthe 85th percentilespeed for eastbound and westbound trafficis65 mph and 61 mph, respectively. The posted speed limitis 55 MPH. The remaining 28% of traffic approaches from the north. 24-hour, 7-day traffic volume counts were conducted inMarch 2009 along CR 48 at a point immediately eastand west ofDepot La. This data showed thatthe average weekday traffic (AWDT) was approximately 12,160 vehicles along CR 48. Fifty-two percent (52%) ofthat volume travelseastbound approaching Depot La. from the west. The remaining 48% of traffic approaches from the east. 24-hour, 7-day traffic volume counts were conducted in August 2009 along CR 48 at a point1.4 miles west of Depot La. This study showed that theaverage weekday traffic (AWDT) was approximately 18,100 vehicles. Itisnoted that therewas increase a significant in traffic volumes along CR 48 in August (from March) most likelydue to theseasonal fluctuationassociatedwith the characterof the North Fork of Suffolk County. Trafficsignal analyses were conducted using the March 2009 volumes and the August 2009 volumes recorded along CR 48. The same March 2009 volumes along Depot La. were used for each analysis. The resultsindicate thattrafficsignalwarrants #1(8-Hour volume) and #2 (4-Hour volume) were satisfiedwhen using theMarch 2009 volume along CR 48. Traffic signalwarrants #1, #2 & #3(Peak-Hour volume) were satisfiedwhen the August 2009 volumes along CR 48, were used. The laterwarrant #3 is usuallyapplicable in unusualcases where the discharge ofa large quantity of vehiclesoccurs in one hour. This study considered the effectsofright turnvehicles at thestudy intersection.The two-hour turning movement count during thepeak period (3-5pm) resulted in42 percent ofthe Depot Lane approach volumes making right turns. These rightturnsare channelized and a separate utilize acceleration lane on CR 48 to merge withthe two eastbound through lanes.
