MOORE & CO., ENGINEERS, et al., Time: 9:30 a.m. Dept.: 503 Defendants. / Trial Date: June 10, 2013~ tax lawyer - SFGate Page i of 1 Henry Howard -- tax lawyer Harriet Chiang, Chronicle Legal Affairs Writer Published 4:00 am, Thursday, April 8, 2904 Henry Welland Howard, founding partner of a pre-eminent San Francisco law firm, Howard Rice Nemerovski Canady Falk & Rabkin, | and a former mayor of Hillsborough, died Tuesday of natural causes at the age of 88. and served asa mentor to many young lawyers and was known for his wisdom and generosity, “He gave young lawyers the freedom to fail, the confidence to succeed, the tools to excel and the time and space to serve not only the Bar, but society at lange,” said Denis Rice, his longtime law partner and a former Marin County supervisor. "Both his common sense and sense of humor made you want to be around him.” Jerome Falk Jz, a former managing partner of the firm, said Mr. Howard had made sure that clients knew which lawyers had worked on their case. "As a mentor of young lawyers, Henry was without peer," Falk said. ‘Mr. Howard also encouraged the lawyers in the firm to put their sldils to use doing community work and free legal services, Among other things, Mr. Howard gave back to his community by serving as mayor of Hillsborough from 1980 to 1982. He retired from the law firm in the late 1980s. He grew up in Portland, Ore., where his father was a doctor. He moved to the Bay Area in the late 1930s to work for Standard Oil. Mr. Howard began studying law at night at the University of San Francisco Law School. But his studies were interrupted by World War Tl, and he served in the military as part of the 2oth fighter group of the Army Air Corps at Northamptonshire, England. He was an intelligence officer, a squadron navigator and a fighter pilot before he was honorably discharged in 1945 as a captain. He received his law degree in 1946 and went to work for the state Franchise Tax Board for several years. He then started practicing as a solo practitioner, doing tax work before eventually founding Howard Rice. During his career, Mr. Howard served on the hoard of The Heritage Foundation -- a home for the elderly in San Francisco -- and was a founder of the San Francisco Lawyers’ Committee for Civil Rights. After his retirement, he traveled with his family and indulged his passion for golf and opera, He is survived by his wife, Dorothy Bovet Howard of San Mateo; his two children, William Allen Howard and Katharine Howard Duane; and four grandchildren. A memorial service will be held at 1 p.m. Wednesday at Saint Paul's Church, 415 FE] Camino Real, Burlingame.
