On 4/1/2021, the Department received an intake alleging the medical neglect of Carter
Schoolcraft by his mother, Destiny Campbell-Morris and father, Brayden Schoolcraft. The intake
alleged that Carter has several diagnoses such as bronchial pulmonary dysplasia, pulmonary
hypertension, poor weight gain, elevated blood pressure, and a heart murmur. The intake alleged
Carter was medically fragile and needed follow up care and that both parents were non-
compliant. It was reported the parents have missed multiple follow up appointments. It was
additionally reported that when medical transportation was arranged, both parents declined to
utilize the transportation. During the investigation, it was discovered that Carter was diagnosed
as failure to thrive and additionally he was diagnosed with bronchial pulmonary dysplasia,
pulmonary hypertension, elevated blood pressure, and a heart murmur. When Carter was
discharged from the hospital in December 2020, he was 27th percentile, since February 2021 he
has been in the negative five percentile. The parents have failed to follow through with follow up
appointments. Carter went two weeks without necessary prescribed medication and the parents
do not understand the seriousness of Carter’s condition.

1. Description of Child Carter just recently turned 1 year old. He overall a happy toddler. Carter

came into care medically fragile. He was diagnosed as not thriving. While in care Carter has
received Occupational and speech therapy. Carter’s health has improved dramatically. Carter
was sought to need a helmet to help shape his head but because of his progress in therapy he has
been able to reshape his head a little on his own and the helmet is no longer needed at this time.
Carter continues to thrive in his foster home and appears to be happy. He is able to move and
grab for things.

1. VISITS WITH CHILD(REN): The caseworker shall provide each parent with a written
visitation schedule. Each parent shall attend every scheduled visit with his/her child(ren) and
shall not be more than 15 minutes late for any scheduled visit.

2. VISITATION RULES: Each parent will review and sign the rules of visitation agreement

with his/her child(ren).

5. PROBATION/PAROLE REQUIREMENTS (if applicable): If there is any active
probation/parole during the suit, a parent shall: 1) follow all of the rules/regulations associated
with his/her parole/probation 2) immediately provide his/her caseworker with the
probation/parole officer’s contact information and 3) sign any and all necessary releases so that
the Department and the probation/parole officer may share information.

6. RANDOM DRUG TESTING: Each parent shall submit to drug testing (urinalysis, hair
follicle, oral swab, etc.) as requested by the Department within one (1) hour of said request
being communicated to him/her. Unless otherwise directed, the parent shall immediately
present, with proper picture identification, for drug testing at the Drug and Alcohol Testing
Compliance Services (D.A.T.C.S.) located at 3180 Park Center Dr. Tyler, TX 75701 (903)
534-3893.

recent drug test results was on 12/27/2021, and those results are pending.

7. DEMONSTRATE SOBRIETY: Each parent shall demonstrate, through drug testing and
otherwise, during his/her case that he/she remains free from any and all illegal substances,
prescription medications for which he/she does not currently have a valid prescription and/or
any other mood-altering substances such as alcohol, K2, etc.

Brayden Schoolcraft: Following: has tested negative for the department via hair sample. In
April, but has been safety planned out of the home due to a recent investigation involving
domestic violence and alcohol.
All drug testing for both parents have been negative. Parents were only tested once due to the
case not being a drug related case.
*Please follow the recommendations of a medical professional regarding any detox needs.*

8. NO ASSOCIATION WITH KNOWN CRIMINALS: Each parent shall not associate with
known criminals and shall not go to locations wherein criminal activity or drug use is (or may
be) occurring. “Known criminal” is defined as a person the parent (or a reasonable person) has
reason to believe that said person has engaged in (or is currently engaging in) activities which
would constitute the commission of a felony, assault and/or drug related criminal offense.
Destiny Campbell Following: The department is unaware of Ms. Campbell associating with
any known criminals or known criminal activity.
Brayden Schoolcraft -Ongoing: The department is unaware of Ms. Schoolcraft associating
with any known criminals or known criminal activity.

9. CHILD SUPPORT: Each parent shall pay child support as ordered by the Court for the
subject child(ren) during his/her case.
Destiny Campbell -Following: Ms. Campbell has been ordered to pay child support.
Brayden Schoolcraft -Following: Mr. Schoolcraft has been ordered to pay child support.

10. RESIDING WITH OTHER PERSONS DURING CASE: Each parent shall not reside
with any other person at a personal residence during his/her case until background checks have
been run and such is approved by the Court in advance. Additionally, each parent shall not
reside with any person who is not fully complying with any and all services being offered by
the Department to said person.
