Petitioner Jesse Boggs (“Boggs”) seeks a writ of administrative mandate directing Respondent City of Pasadena (“City”) to set aside its decision upholding three municipal code violation citations. The court renders the following tentative decision.

A. Statement of the Case

Petitioner Boggs commended this action on July 12, 2017. The unverified Petition alleges in pertinent part as follows.

Boggs is the operator of Nu Remedy Health Care (collectively “Boggs”), which is located at 1470 E. Walnut Street in Pasadena, CA. City Code Compliance Officer Jon Pollard issued three citations to Boggs in February and March 2018 for zoning violations. Boggs timely appealed all three and posted deposits totaling $848. Hearing Officer Undine Petrulis, a City employee, heard the appeals on May 30, 2018. By determination letter dated June 23, 2018 letter, she upheld all three citation
