Plaintiff Jeffrey S. Horton sues defendant Los Angeles County District Attorney for violating Article 1, Sections 12, 15, and 17 of the California Constitution. According to the allegations, on November 18, 2015, plaintiff was arrested and charged with carrying a concealed firearm and carrying a loaded firearm in public.
