1. Background Plaintiff, Mitchel Curtis Kane filed this action against Defendants, City of Los Angeles (the City) and County of Los Angeles for injuries Plaintiff sustained while riding his bike on a public sidewalk. The complaint alleges Plaintiff was on his bike when he struck a dangerous condition on the sidewalk.

The City now moves for summary judgment. Plaintiff opposes the motion, and the City filed a reply.
