George Harrison (Plaintiff), an inmate at Folsom State Prison, brings this action against E. Valenzuela, the former warden of the California Men’s Colony prison (CMC) and corrections officer Franks (collectively Defendants), for action taken while Plaintiff was incarcerated at CMC. Plaintiff alleges that his personal property was wrongfully taken by the staff at CMC when Plaintiff was transported to a local hospital as a result of a medical emergency suffered during his parole board hearing. Plaintiff also brings an intentional tort claim arising from his placement into administrative segregation and his subsequent transfer from CMC to Folsom.
