Judge Tom L. Newby - Professional Background & Legal Expertise

Biography

The Hon. Tom L. Newby is an associate district judge for the Garfield County District Court in Oklahoma. He was appointed to the bench by former Governor Brad Henry in 2006, filling a vacancy created by the retirement of the Hon. Richard M. Perry.

Prior to his appointment, Newby was a sole practitioner in his own private practice, a law firm he opened in 1987. Before that, he worked as an attorney at McKnight & Gassaway (1983 to 1987).

Newby earned a bachelor’s degree from Northwestern Oklahoma State University in 1980. He then completed a J.D. at the University of Oklahoma College of Law in 1983. He is admitted to practice in Oklahoma (1983) and the United States District Court for the Western District of Oklahoma (1984).

His memberships have included the Garfield County Bar Association, the Booker T. Washington Center, the Rotary Club of Enid, and St. Mary’s Regional Medical Center. He has also been actively involved with the Boy Scouts of America, serving as associate adviser to Explorer Post 69 (Presbyterian Church), scoutmaster of Troop 11 (First United Methodist Church), and associate adviser to the Ah-Ska Order of the Arrow Lodge.

Newby was a resident of Enid, Oklahoma, at the time of his appointment.
