Biography

The Hon. Thomas N. Palermo is a judge for the 13th Judicial Circuit Court of Florida in Hillsborough County. He was appointed to the bench by Governor Ron DeSantis on March 29, 2019, filling a vacancy created by the appointment of the Hon. Laurel M. Lee as the Secretary of State of Florida.

Palermo has held assignments in the Dependency Division (2019 to 2020), the Delinquency Division (2020 to 2021), and the Domestic Relations Division (2022).

Prior to his appointment, Palermo was an assistant United States attorney in the Office of the United States Attorney for the Middle District of Florida, a position to which he was named in 2007. He served in the Transnational Organized Crime Section, the Economic Crimes Section, the Organized Crime Section, and the Violent Crimes and Narcotics Section. He also sat on the MDFL Mortgage Fraud Task Force, and he coordinated the region’s anti-opioid efforts.

Palermo earned a bachelor’s degree in communications, legal institutions, economics, and government from the American University in 1998. He then completed a J.D. at Florida State University College of Law (2001) and an LL.M. in banking and finance law from King’s College London (2002). As a law student, Palermo spent time as a summer associate at de la Parte & Gilbert (2000).

After graduating from law school, Palermo began his legal career as a law clerk for a federal magistrate judge of the United States District Court for the Middle District of Florida. He served in that capacity until 2003, at which time he joined the Office of the State Attorney for the Thirteenth Judicial Circuit. During his tenure as an assistant state attorney, Palermo held assignments as the Deputy Chief of the Economic Crimes Unit.

His memberships have included the Herbert G. Goldburg Criminal Law Inn of Court (president), the Hillsborough County Bar Association, the Federal Bar Association, the American Bar Association, the Tampa Hispanic Bar Association, the Economic Club of Tampa, and the Hillsborough Association of Women Lawyers.

He is a recipient of the Robert W. Patton Outstanding Jurist Award from the Hillsborough County Bar Association (2020), the Raymond E. Fernandez Award from the Hillsborough County Sheriff’s Hispanic Advisory Council (2010), as well as the Case of the Year Award (2018), the Public Corruption Investigation Award (2016), and the Complex Financial Crime Investigation Award (2016) from the Tampa Region Financial Crimes and Inspectors General Council.

Born at the Women’s Hospital in Tampa, Florida, Palermo was raised in the greater Carrollwood area. His mother, whose first language is Spanish, is from Ybor City. She taught English at Leto High School before becoming a professor. His father, who is from Seminole Heights, owned a marine-related business in Drew Park. Palermo attended Saint Timothy’s Catholic Parish, Saint Mary’s Catholic Parish, and Saint Paul’s Catholic Parish, and he graduated from Saint John’s Episcopal and Jesuit High School.
