Judge Thomas J. Carroll: Professional Background and Legal Expertise

Hon. Thomas J. Carroll is a judge for the Cook County Circuit Court in Illinois. He was appointed to the Circuit Court by the Illinois Supreme Court in 2012. He filled the vacancy created by the passing of Donna Phelps Felton (deceased).

While on the Circuit Court, Carroll has held an assignment in the Sixth Municipal District of the Municipal Department, where he also served as the supervising judge. Prior to his appointment, he served as a judge for the Third Judicial Subcircuit in Cook County (2011 to 2012),

Carroll received a B.A. from St. Xavier College. He went on to complete a J.D. at Chicago-Kent College of Law.

Prior to joining the bench, he served as a criminal defense attorney in solo practice and was a former assistant public defender.

Carroll is registered as a Democrat.
