Biography

Hon. Thomas D. McCloskey is a judge for the Vicinage 8 Superior Court in Middlesex County in New Jersey. He was appointed to the bench by former Governor Chris Christie in 2017.

Since joining the bench, McCloskey has presided in the Civil Division in Middlesex County.

At the time of his appointment, he was a partner in the Princeton office of FisherBroyles, LLP. Over the course of his thirty-four years in private practice, McCloskey was also an attorney in the law firms of Fox Rothschild, LLP and Greenbaum, Rowe, Smith & Davis, LLP.

He spent most of that time as a commercial litigator and trial lawyer in the New Jersey and Federal Court systems and gained litigation and transactional experience in real estate development, design, and building and construction projects. McCloskey also represented a broad range of clients, including owners, banks, builder/developers, Fortune 500 companies, utilities and contractors, design professionals, physicians and physician groups, accountants, lawyers, and entertainers and entertainment companies. In addition, he specialized in land development, building/construction and land finance; commercial, residential and resort development; disaster recovery and rebuilding consultation; general construction, contracting and contract administration; public contracting, bidding and bid protest litigation; condemnation/eminent domain litigation; construction defect litigation; insurance coverage litigation; CHP/distributed energy engineering, procurement and construction; revitalizing, repurposing and adaptive reuse of stranded commercial assets; corporate, partnerships and business disputes; Mt. Laurel exclusionary zoning and related affordable housing litigation; chancery/injunction litigation; regulatory compliance; and land use, zoning/planning matters.

McCloskey received a bachelor’s degree in political science from Seton Hall University in 1980. He went on to complete a J.D. at Seton Hall Law School in 1983. He was admitted to practice in New Jersey as well as before the United States District Court for the District of New Jersey and the United States Third Circuit Court of Appeals.

McCloskey has held memberships with the American Bar Association, the New Jersey State Bar Association, the Hunterdon County Bar Association, the New Jersey Builders Association, and the Monmouth Bar Association.

He also sat as a member of the American Bar Association Forum on the Construction Industry, Section of Litigation, Commercial and Business Litigation Committee, Construction Litigation Committee, and Real Estate Litigation Committee.

From a civic standpoint, McCloskey was involved with the Hunterdon County YMCA (Indoor cycling instructor), the Reading Township Junior Baseball League, Inc. (past president and executive vice president of League Operations), the New Jersey Shore Marathon (co-founder and former Executive Producer/Co-Race Director), the United Way of Hunterdon County (Board of Trustees), and the Leukemia & Lymphoma Society of America, Southern New Jersey Chapter (Board of Trustees).

He also spent time as a certified youth baseball coach under the Babe Ruth League/Cal Ripken Youth Coaching Certification Program and as a certified spinning instructor for Mad Dogg Athletics.

At the time of his appointment, McCloskey resided in Flemington.
