Judge Susie L. Norby - Professional Background & Legal Expertise

Biography

The Hon. Susie L. Norby is a judge for the 5th Judicial District Circuit Court of Oregon. She was elected to the bench in 2006 and re-elected in 2012 and 2018.

The 5th Judicial District encompasses Clackamas County. Over the course of her judicial career, Norby has held assignments as a judge pro tempore for the Oregon Court of Appeals.

Prior to her election, Norby was senior legal counsel for the Clackamas County Counsel’s Office, a position to which she was named in 1996. During her tenure there, she represented the board of county commissioners, the tax assessor, the sheriff, and the heads of departments.

Norby earned a bachelor’s degree from the University of South Carolina. She spent the next few years working as a secretary at Scali, McCabe, Sloves, an advertising agency in New York City, before completing a J.D. at Lewis & Clark Law School in 1990. As a law student, Norby clerked at Brown, Tarlow & Berry in Newberg (1988 to 1990).

After graduating from law school, Norby began her legal career as a judicial law clerk to the Hon. Robert W. Redding of the 4th Judicial District Circuit Court. She served in that capacity until 1992, at which time she became a deputy district attorney for the Clackamas County District Attorney’s Office.

Her memberships have included the Oregon Bench and Bar Commission on Professionalism and the Oregon Council on Court Procedures.

Norby attended Westfield High School. Her mother was a middle school teacher, and her father was an Episcopal priest and a community college professor.
