Judge Stella M. Tsai - Professional Background & Legal Expertise

Biography

The Hon. Stella M. Tsai is a judge for the Philadelphia County Court of Common Pleas in Pennsylvania. She was appointed to the bench by Governor Tom Wolf on June 13, 2016.

Tsai earned a bachelor’s degree from Pennsylvania State University in 1985. She then completed a J.D. at University of Pennsylvania Carey Law School in 1988.

After graduating from law school, Tsai entered into private practice, specializing in business litigation with a focus in ethics, compliance, and government affairs. She began her legal career as an associate at Christie, Pabarue, Mortensen & Young. She worked in that capacity until 2000, at which time she joined the City of Philadelphia Law Department. During her tenure with the Law Department, Tsai managed the attorneys who represented the child welfare and social services agencies.

Tsai returned to Christie, Pabarue, Mortensen & Young in 2003. During this time, she worked as a partner, holding assignments as counsel for the Philadelphia Civil Service Commission. Then, in 2007, Tsai moved to Archer & Greiner, where she worked as a partner until her appointment to the bench.

Her memberships have included the Board of Trustees of the Community College of Philadelphia, the City of Philadelphia Board of Ethics, the Board of Trustees of the Women’s Law Project, and the City of Philadelphia Zoning Code Commission. She has also sat as president of the Asian Pacific American Bar Association of Pennsylvania as well as a delegate for the Pennsylvania Bar Association’s House of Delegates (Zone 1).

She is a recipient of the Most Powerful & Influential Women Award from the Pennsylvania Diversity Council (2014), the Diversity Attorney of the Year Award from The Legal Intelligencer (2013), and the Community Champions of Zoning Code Reform Award from the Philadelphia Association of Commercial Development Corporations (2012).

Tsai is a member of the First Presbyterian Church of Philadelphia.
