Biography

The Hon. Shannon M. Gallagher is a judge for the General Division of the Cuyahoga County Court of Common Pleas in Ohio. She was elected to the bench on November 4, 2014.

Over the course of her judicial career, Gallagher has spearheaded Expungement Day, which has helped people clear old felonies from their records. She has also presided over one of five of the Court’s Mental Health Dockets, sitting on the Mental Health and Developmental Disabilities Court.

Gallagher earned a bachelor’s degree in political science and history from Miami University in 2000. She spent the next few years working as a probation officer in Cuyahoga County before completing a J.D. at Cleveland-Marshall College of Law in 2003. She is certified as an Appellate Law Specialist by the Ohio State Bar Association.

After graduating from law school, Gallagher began her legal career as a staff attorney for the Cuyahoga County Law Department. She served in that capacity until 2005, at which time she became a judicial attorney for the Ohio Eighth District Court of Appeals.

Then, in 2008, Gallagher returned to Cuyahoga County, this time as a labor relations advisor. She spent the next three years advising on all labor relations activities within the Office of the County Engineer before resuming her post as a judicial attorney for the Ohio Eighth District Court of Appeals.

Her memberships have included the Brehan Law Society of Cleveland, the Norman S. Minor Bar Association, the Cleveland Area Middle East Organization, the Cleveland Metropolitan Bar Association, the West Shore Bar Association, and the East Side Irish American Club. She has also served as a volunteer for the Stella Maris Treatment Center and sat on the Advisory Board of the Ed Keating Center and the Board of Trustees of the Absolute House.

Gallagher was born in Cleveland, Ohio. She attended Berea High School.

She is registered as a Democrat.
