Biography

Hon. Sandra Farragut-Hemphill (Ret.) was a circuit judge for the 21st Judicial Circuit Court of Missouri. She was appointed to the position by former Governor Jay Nixon in November 2014. Farragut-Hemphill retired in 2021.

She began her judicial career as an associate circuit judge of the 21st Judicial Circuit in St. Louis County in 1991, becoming the first African-American to be appointed to that bench.

Prior to joining the bench, Farragut-Hemphill was a partner at Cahill, White & Hemphill, where she had practiced since 1988. Before that, she was an assistant county counselor in St. Louis County (1986 to 1988), a staff attorney at Legal Services of Eastern Missouri (1983 to 1986), and an attorney at the Jacksonville Legal Aid Society in Florida (1979 to 1981).

Farragut-Hemphill also taught as an adjunct professor at Washington University in St. Louis School of Law and Saint Louis University School of Law.

She received a B.S. from Spelman College in 1975. Farragut-Hemphill went on to complete a J.D. at the University of Florida, Fredric G. Levin College of Law in 1979.

She was admitted to practice in Missouri (1982), the United States District Court for the Western District of Missouri (1982), and the United States District Court for the Eastern District of Missouri (1982).

Farragut-Hemphill was a past president of the Missouri Association of Probate and Associate Circuit Judges.
