Judge Ruth A. Jakubowski: Professional Background and Legal Expertise

Biography

Hon. Ruth A. Jakubowski is the County Administrative Judge for the Baltimore County Circuit Court in the Third Judicial Circuit of Maryland. She joined the bench in 2002.

Jakubowski first presided as an associate judge of the Baltimore County Circuit Court before being named County Administrative Judge in December 2020. At that same time, she was appointed Circuit Administrative Judge of the Third Judicial Circuit, which includes Baltimore and Harford Counties.

Prior to joining the bench, Jakubowski spent the bulk of her legal career in private practice. She was a partner at Dugan, Jakubowski, Babij & Spector, LLC (1998 to 2002) and Robinette, Dugan & Jakubowski, P.A. (1981 to 1998). She also practiced as an associate at the Law Offices of Gilbert H. Robinette, Esq. (1980 to 1981), the Law Offices of Edward Feldman, Esq. (1979 to 1980), and the Law Offices of Fred Kolodner, Esq. (1978 to 1979).

Jakubowski received a B.A. from William Smith College in 1975. She went on to complete an M.P.A. from Syracuse University, Maxwell School of Public Administration, and a J.D. from Syracuse University College of Law in 1978.

She was admitted to practice in Maryland (1978) and the United States District Court for the District of Maryland (1979).

Her memberships have included the Maryland State Bar Association, the Baltimore City Bar Association, the Baltimore County Bar Association (Professionalism Committee chair and vice-chair; Alternative Dispute Resolution Committee vice-chair), the Women’s Bar Association of Maryland (programs chair, public relations chair, membership chair, and Judicial Selections Committee), the Association of Trial Lawyers of American, the Maryland Trial Lawyers Association (Board of Governors and Education Committee co-chair), and the Women’s Law Center of Maryland.

Jakubowski sat as a member of the Maryland State Bar Association’s Judicial Administration Section, Committee on Resolution of Fee Disputes, Committee on Public Awareness, Alternative Dispute Resolution Committee (chair), and Judicial Administration Council (chair).

In addition, she served as a member of the Public Awareness Committee, the Maryland Judicial Conference, the Judicial Council’s Alternative Dispute Resolution Committee, and the Conference of Circuit Judges.

Jakubowski was born in Watertown, New York.
