Judge Rolf M. Thorsen: Professional Background and Legal Expertise

Biography

The Hon. Rolf M. Thorsen is a justice on the Westchester County Supreme Court in the 9th Judicial District of New York. He was elected to the bench on November 7, 2023.

The 9th Judicial District encompasses Dutchess, Orange, Putnam, Rockland, and Westchester counties.

Prior to his election, Thorsen was a judge on the Rockland County Court, a position to which he was elected in 2014. During his tenure there, he held assignments as an acting judge on the Westchester County Court (2016), an acting judge on the Rockland County Surrogate’s Court (2017 to 2023), and an acting justice on the Rockland County Supreme Court (2017 to 2023).

Thorsen earned a B.S. in business administration from the State University of New York at Albany in 1983. He then completed a J.D. at the State University of New York at Buffalo School of Law in 1986. He is licensed to practice in New York (1987) and New Jersey (1987).

After graduating from law school, Thorsen began his legal career as a sole practitioner in his own private practice in Garnerville. He worked in that capacity until his election to the bench, supplementing his practice with service as a court attorney for the Hon. William P. Warren of the Rockland County Family Court (1997 to 2014) as well as a town justice for the Clarkstown Town Court (2008 to 2014).

His memberships have included the New York State Magistrates Association, the Rockland County Magistrates Association, the New York State Bar Association, the Rockland County Bar Association, the Rockland County Women’s Bar Association, and the Rockland Collaborative Lawyers Network. He has also been involved with the Rockland Community College Paralegal Advisory Board.

He is a recipient of the Kenneth P. Zebrowski Civic Service Award from the Clarkstown Democratic Committee.

Thorsen is registered as a Democrat.
