Judge Rabeea Sultan Collier: Professional Background and Legal Expertise

Biography

The Hon. Rabeea Sultan Collier is a judge for the 113th District Court of Texas in Harris County. She was elected to the bench in 2018.

During her judicial tenure, Collier has presided over the Civil Court.

Prior to her election, she worked as a private practice attorney, including at The Sultan Law Firm, where she specialized in litigation, including general contractual matters, consumer law, civil rights, and deceptive trade practices.

Collier received a B.A. in government from the University of Texas at Austin. She went on to complete a J.D. at Texas Southern University, Thurgood Marshall School of Law.

Collier has chaired the Jury Committee for the Board of District Judges and served on the Curriculum Committee for the Texas Center for the Judiciary. In addition, she was a member of the executive board for the Association of District Judges, a board member of the Asian American Bar Association of Houston, a member of the Bench Book Committee, and editor of the Civil Trial Section of the Texas Bench Book for the Texas Center for the Judiciary (2022).

Collier also served as a board member of the Association of Women Attorneys and the Harris County Democratic Lawyers Association, and she was a member of the Women in the Profession Committee of the State Bar of Texas, a co-chair of the Solo Practitioners Section of the Houston Young Lawyers Association, and a member of the Houston Branch of the NAACP.

Collier worked on grassroots efforts for national and local Democratic candidates. She has fundraised for national and local Democratic candidates and clubs.

For eight consecutive years, she was awarded the Rising Star Award by Super Lawyers.

Collier is a native Houstonian. She is married to Robert Collier, an attorney. They have two children and live in North Houston. She identifies as a Pakistani-American and as a Muslim.

She is registered as a Democrat.
