Biography

Hon. Owen C. McCarthy is a judge for the Vicinage 9 Superior Court in Monmouth County in New Jersey. He was appointed to the bench by former Governor Chris Christie in 2016.

McCarthy has held an assignment in the Civil Division in Monmouth County.

At the time of his appointment, he was a partner in the law firm of Connell Foley LLP. During his time in private practice, McCarthy gained experience as a litigator, trying more than fifty cases to verdict.

He was designated as a Certified Civil Trial Attorney by the New Jersey Supreme Court.

McCarthy sat as a member of the New Jersey State Bar Association’s Civil Trial Bar Section Executive Committee and has also held a membership with the Justice Morris Pashman American Inn of Court.

From a civic standpoint, he served as council president in the Borough of Manasquan and as deputy mayor in the Borough of Fair Lawn. In addition, McCarthy was commissioner and treasurer for the Bergen County Housing Authority.

He received a B.A. in political science from Union College. McCarthy went on to complete a J.D. at Seton Hall Law School in 1988. He was admitted to practice in New Jersey, New York, and the United States District Court for the District of New Jersey.

After graduating from law school, McCarthy began his legal career as a judicial law clerk to the Hon. Peter F. Boggia with the New Jersey Superior Court.
