Judge Norma S. Lindsey: Professional Background and Legal Expertise

Biography

Hon. Norma S. Lindsey is a judge for the Florida Third District Court of Appeal. She was appointed to the seat by former Governor Rick Scott in 2017.

Prior to her elevation, Lindsey was appointed to serve as a judge for the 11th Judicial Circuit Court in Miami-Dade County by then-Governor Scott in 2011. While on the Circuit Court, she held an assignment in the Civil Division and served as an associate judge on the Fourth District Court of Appeal. Lindsey began her judicial career as a judge for the Miami-Dade County Court in 2005 and remained on its bench until her appointment to the Circuit Court.

Prior to joining the judiciary, she was associate general counsel to the Boys & Girls Clubs of Miami-Dade (2001 to 2005). Lindsey also served as a commercial litigation attorney in private practice (1993 to 2005).

Lindsey attended Marshall University, where she received a B.B.A. in economics in 1987. While at university, she was captain of the Women’s Track and Field Team. She went on to complete a J.D. at the University of Miami School of Law in 1993.

Lindsey was a faculty member of the Florida Judicial College, the Florida Conference of Circuit Court Judges, the Civil Track for the Florida College of Advanced Judicial Studies (chair), and the Florida Conference of County Court Judges.

She also served as a volunteer judge for various mock trial and moot court programs and competitions including the University of Miami School of Law Mock Trial and Moot Court Competitions, the Legal Services of Greater Miami First Annual Legal Eagle Closing Argument Competition, the ABA Section of Labor and Employment Student Trial Advocacy Program, the Florida International University Mock Trial Final Exam and Moot Court Program, and the Southeastern United States Regional Black Law Students Association Mock Trial Competition.

Lindsey served as chair of the Judicial Nominating Commission for Florida’s Third District Court of Appeal and was the Executive Director of Florida’s Growth Management Study Commission.

Some of her other committee memberships have included the District Court of Appeal Performance and Accountability Commission on Standard Jury Instructions in Civil Cases, the Education Committee for the Florida Conference of District Court of Appeal Judges, and the Executive Committee of the Appellate Practice Section of the Florida Bar.

Lindsey has also held memberships with the Cuban American Bar Association and the Association of Women Lawyers.

In 2019, she applied for an appointment to fill a vacancy at the Florida Supreme Court.
