Biography

The Hon. Michael T. Kotlarczyk is a judge on the 20th Judicial District Court of Colorado. He was appointed to the bench by Governor Jared Polis on October 12, 2024, filling a seat created by the retirement of the Hon. Bruce D. Langer.

The 20th Judicial District includes Boulder County.

Prior to his appointment, Kotlarczyk worked for the Colorado Attorney General’s Office. He started as an assistant attorney general in 2019, rising through the ranks to become a senior assistant attorney general in the Public Officials Unit in 2022. During his tenure there, he represented elected officials on behalf of the State of Colorado, specializing in litigation involving election law and constitutional law matters. Before that, he spent time as an attorney at Davis Graham & Stubbs in Denver, representing clients in fiduciary litigation and complex business disputes (2015 to 2019).

Kotlarczyk earned a bachelor’s degree in history and politics from Drake University in 2004. He then completed a J.D. at Georgetown University Law Center in 2008.

He was licensed to practice in Illinois (2008) and Colorado (2011).

After graduating from law school, Kotlarczyk began his legal career as a judicial law clerk to the Hon. Rebecca R. Pallmeyer of the United States District Court for the Northern District of Illinois. He served in that capacity until 2009, at which time he began clerking for the Hon. David M. Ebel of the United States Court of Appeals for the 10th Circuit. Then, in 2010, he entered into private practice, handling commercial litigation matters as an attorney at Reilly Pozner LLP.

His memberships have included the board of directors of New Legacy Charter School. He is also a recipient of the Visionaries in Action Award from the GLBT Community Center of Colorado (2015).

Kotlarczyk and his wife, Katy Herbert Kotlarczyk, have three children. Katy has served as the vice chancellor for advancement at the University of Colorado Boulder.
