Judge Michael D. Stallman - Professional Background & Legal Expertise

Biography

The Hon. Michael D. Stallman (Ret.) was a judge for the Civil Court of the City of New York in New York County in the First Judicial District. He was appointed to the Civil Court by former Mayor Ed Koch in 1986. Stallman was subsequently elected to the seat in 1987. His term ended in 2016.

While on the Civil Court bench, Stallman was appointed acting justice of the New York County Supreme Court, Civil Term by former Chief Administrative Judge Jonathan Lippman in 1999.

Stallman received a B.A. from the City University of New York in 1971. He went on to earn a J.D. from New York University School of Law in 1974. While in law school, he served as a legislative assistant to Ted Weiss, former city councilman of the New York City Council.

He began his legal career as an assistant district attorney with the New York County District Attorney’s Office in 1974. Then, in 1978, Stallman became a law clerk to the Hon. Martin Evans, justice of the New York State Supreme Court. He remained in that capacity until his appointment to the Civil Court bench in 1986.

Stallman taught as an adjunct professor at Cardozo Law School, Touro Law School, New York Law School, and Baruch College. He also served as a pro bono teacher to the New York County Lawyers’ Association and the Cardozo Law School’s Intensive Trial Advocacy Program.

He served as chair of the Association of the Bar of the City of New York’s Special Task Force on the New York State Constitution, the Committee on State Legislation, and its Special Committee on Election Law. In addition, Stallman served as a member of the New York County Lawyers’ Association’s Committee on Supreme Court, Committee on Civil Court, and Committee on Professional Ethics.

He was born and raised in Manhattan, New York.

Stallman is registered as a Democrat.
