Biography

Hon. Martin Shulman is an associate justice of the Supreme Court of the State of New York, Appellate Division, First Judicial Department. He was appointed to the Appellate Division by Governor Andrew Cuomo in 2020.

At the time of his appointment, Shulman was serving as presiding justice of the Supreme Court Appellate Term, First Judicial Department, a position he was appointed to by Chief Administrative Judge Lawrence K. Marks in 2018. He joined the Appellate Term in 2009 after receiving an appointment by former Chief Administrative Judge Ann Pfau.

His judicial career began in 1995 when he became a judge for the Civil Court of the City of New York in New York County. As such, Shulman served as an acting justice of the New York County Supreme Court (1999 to 2005) and as supervising judge of the Civil Court in New York County (2000 to 2009). Then, in 2005, he was elected to the New York County Supreme Court and was retained to the position in the subsequent election.

Shulman received a B.A. from Yeshiva University in 1978. He went on to complete a J.D. at Yeshiva University, Benjamin N. Cardozo School of Law in 1981.

After law school, he became a court attorney to the Hon. Eugene L. Nardelli. Shulman then joined the New York State Division of Housing and Community Renewal (formerly the New York City Conciliation and Appeals Board), where served as a staff attorney, supervising attorney, and deputy chief of the Administrative Review Bureau. Shulman remained with the Division of Housing and Community Renewal from 1982 until 1987.

It was at that time, he entered into private practice at the law firm Shaw & Binder, where he started as an associate until being named a partner in 1993.

His memberships have included the New York County Lawyers Association, the Jewish Lawyers Guild (board of governors), the New York Women’s Bar Association, and the New York County Supreme Court Tort Advisory Committee.
