Judge Mark W. Carmean: Professional Background and Legal Expertise

Biography

Hon. Mark W. Carmean is an associate judge for the Calvert County Circuit Court in the Seventh Judicial Circuit of Maryland. He was appointed to the bench by Governor Larry Hogan in 2019.

At the time of his appointment, Carmean was a partner at Lamson & Carmean, LLC, where he had practiced since 2008. He was also a former partner at Rath & Carmean, Ltd. (2002 to 2007) and an associate in the Commercial Litigation Division at Piper & Marbury, LLP in Washington, D.C. (1997 to 2002). His areas of practice included criminal defense, family law, personal injury cases, products liability, telecommunications, white-collar criminal cases, and general litigation.

He received a B.A. in political science from Duke University in 1994. Carmean went on to complete a J.D. at the University of Maryland, Francis King Carey School of Law in 1997. While a law student, he was a member of the Order of the Coif.

Carmean was admitted to practice in Maryland (1997), the United States District Court for the District of Maryland (1998), the United States Court of Appeals for the Fourth Circuit (2000), and the United States District Court for the District of Columbia (2001).

His memberships have included the Maryland State Bar Association, the District of Columbia Bar Association, the Maryland Criminal Defense Attorneys’ Association, and the Calvert County Bar Association (Board of Directors).

Carmean also spent time as a volunteer lawyer for the Family Law Pro Bono Clinic.

His civic involvement has included the Dunkirk Warriors Football (assistant and head coach), Upward Soccer (coach), the Northern Calvert Parks and Recreation Girls’ Basketball (head coach and assistant coach), the Gold Calvert Cannons Select Lacrosse Team (treasurer, Board of Directors), and the Cannons Select Lacrosse Team (assistant coach).

Carmean was born in Seaford, Delaware.
