Judge Mark A. Speiser: Professional Background and Legal Expertise

Biography

Hon. Mark A. Speiser (Ret.) was a judge for the 17th Judicial Circuit Court of Florida in Broward County. He was elected to the bench in 1982. Speiser retired after his term expired in 2019.

During his tenure on the bench, Speiser held assignments in the Probate, Juvenile, and Criminal Divisions. He also served as administrative chief of the Criminal Division (1990 to 1996). He is credited with helping to establish the Felony Mental Health Court in Broward County, over which he also presided.

Speiser received a B.S. in business administration from American University in 1969. He then completed a J.D. at the University of North Carolina School of Law (1972) and an LL.M. in tax law from Georgetown University Law Center (1976).

After graduating from law school, Speiser began his legal career as a staff attorney for the Securities Exchange Commission in Washington, D.C. He worked in that capacity until 1974, at which time he relocated to Manhattan in New York, where he worked as a federal prosecutor with the Organized Crime and Racketeering Strike Force of the United States Department of Justice.

Speiser remained in New York until 1976. It was at that time, he relocated to Florida, leaving the public arena to work as a civil litigation associate at Paul, Landy Beily & Yacos in Miami, though his time there was brief. By the following year, Speiser returned to Washington, D.C., to work as a staff attorney for the United States House of Representatives Select Committee on Assassinations. Then, in 1978, he returned to Florida, this time for work in the Office of the State Attorney for the 17th Judicial Circuit.

He was named Judicial Officer of the Year by the National Crisis Intervention Team in 2008.

Speiser was born in Holyoke, Massachusetts.
