Judge Kimberly S. Dowling: Professional Background and Legal Expertise

Biography

The Hon. Kimberly S. Dowling is a judge for the Delaware County Circuit Court in Indiana. She was elected to the bench on November 6, 2012.

Prior to her election, Dowling worked as an attorney in private practice in Muncie, specializing in family law matters since 1985. She supplemented her practice with service as a master commissioner (1996 to 1998) and a Title IV-D commissioner (1998 to 2000) for Delaware County.

Dowling earned a bachelor’s degree in education and speech communications from the University of Denver in 1981. She then completed a J.D. at the University of Colorado Law School in 1984.

Her memberships have included the Delaware County Bar Association (president) and the Indiana State Bar Association. She has also been involved with the Prevent Child Abuse Council, the Judges & Lawyers Assistance Program, the Judicial Conference of Indiana, and the Indiana Civil Litigation Task Force.

Born in Decatur, Illinois, Dowling was raised in several states and cities, but eventually became the head majorette for her high school marching band. She and her husband currently reside in Daleville, Indiana. When not presiding over the bench, she enjoys reading James Patterson. She also recommends Education by Tara Westover and Where the Crawdads Sing by Delia Owens.
