Biography

The Hon. Kathleen C. Waterman-Marshall is a judge on the Civil Court of the City of New York in New York County. She was elected to the bench on November 6, 2018.

Over the course of her judicial career, Waterman-Marshall has held assignments as an acting justice in the Civil Term of the New York County Supreme Court, a position to which she was designated in 2021. Before that, she sat as an acting judge on the Family Court of the City of New York in Kings County (2019 to 2021). In this role, she has presided over contested divorces, parentage proceedings, complex junior commercial cases, civil lawsuits, and jury trials. She also played a pivotal role in interpreting and applying an amendment to the Domestic Relations Law, requiring the court to consider domestic violence in the distribution of marital assets.

Waterman-Marshall earned a B.A. in liberal studies from Adelphi University in 1992. She then completed a J.D. at Yeshiva University, Benjamin N. Cardozo School of Law, in 1998. She was licensed to practice in New York (1999).

After graduating from law school, Waterman-Marshall began her legal career as an associate in the Law Offices of Thomas Torto. She worked in that capacity until 2002, at which time she joined Newman Fitch Altheim Myers. Then, in 2004, she opened her own private practice, a women-owned law office dedicated to representing individuals and small businesses.

Waterman-Marshall closed her practice in 2010. At that time, she was hired as a senior trial attorney for the Children’s Law Center. She represented children in high-conflict custody and neglect proceedings for the next two years, eventually leaving to reopen her private practice in New York. Waterman-Marshall continued to work as a managing attorney until 2014, when she was selected to serve as a principal law clerk to the Hon. Arthur F. Engoron of the New York County Supreme Court.

She has also taught as an adjunct professor at Yeshiva University, Benjamin N. Cardozo School of Law, and is a founder and teacher of the Lawyers in Training Program.

Her memberships have included the New York State Bar Association, the New York City Bar Association, the New York Women’s Bar Association, the New York County Lawyers Association, the Asian American Bar Association, the Metropolitan Black Bar Association, and the Puerto Rican Bar Association.

Born in East Harlem, Waterman-Marshall was raised in downtown Manhattan.

She is registered as a Democrat.
