Judge Justin J. King - Professional Background & Legal Expertise

Biography

Hon. Justin J. King is an associate judge for the Baltimore County Circuit Court in the Third Judicial Circuit of Maryland. He was appointed to the bench by former Governor Martin O’Malley in 2012, filing the vacancy created by the Hon. Robert N. Dugan.

Prior to beginning his judicial career, King worked as Deputy Chief of Litigation and Chief with the Central Bureau of Investigation in Baltimore City’s Law Department since 1996 (1996 to 2012). Before that, he served for five years as an assistant city solicitor in the Law Department (1981 to 1986). King also worked part-time as a sole practitioner in his own private practice (1981 to 2012)

He received a B.S. in economics from Lehigh University in 1977. King went on to complete a J.D. at the University of Maryland, Francis King Carey School of Law in 1980. While a law student, he was co-chair of the Moot Court Program and an Asper Fellow to the Hon. Robert L. Karwaki with the Baltimore City Circuit Court. He also received the Cunningham Award for his commitment to public service.

After graduating from law school, King began his legal career as a law clerk for the Hon. Martin B. Greenfeld with the Baltimore City Circuit Court (1980 to 1981).

His memberships have included the Maryland State Bar Association and the Baltimore County Bar Association.

King was also involved with the University of Maryland Alumni Association Board of Governors (past president), the Anneslie Community Association Board of Governors, the Stoneleigh Elementary School P.T.A. (past president), the Greater Towson Council of Community Associations (past president), the Towson Partnership (chair), the Catonsville Community College Foundation (past president), Tomorrow’s Towson (past president, treasurer, and Board of Directors), the Bolton Street Synagogue (past treasurer and vice-president), and the Baltimore County High School Mock Trial Competition (scorer-judge).

He received the Distinguished Service Award from the Young Lawyers Section of the Maryland State Bar Association (1986-1987) and Leadership Recognition from the Baltimore County Council (2011).
