Biography

Overview

The Hon. Juliet O. Macaulay is a judge for the Orange County Superior Court in California[1]. Macaulay was appointed to the bench by Governor Gavin Newsom on June 3, 2022, filling the vacancy created by the retirement of the Hon. Salvador Sarmiento[2].

Since joining the court, her bench service has included the family law panel[1].

Educational background

At the University of Ibadan College of Law in Nigeria, Macaulay completed a J.D. in 1991. She was admitted to the State Bar of California (June 1997).

Career history

After law school, Macaulay began her legal career in Nigeria as an attorney with Tokunbo Olugbenga & Co. (1992 to 1995)[3]. Alongside that work, she served as outside counsel to International Leasing and Investments Company (1992 to 1994)[3].

After relocating to California, she worked in Inglewood, California, as a law clerk at the Law Offices of Victor O. Moses (1996 to 1997)[3]. In 1997, Macaulay opened a solo practice and remained in private practice until 2004[3].

She then joined the California Department of Corrections and Rehabilitation's Board of Parole Hearings, where she served as a deputy commissioner and commissioner from 2004 to 2012[3]. At the California Department of Social Services' State Hearings Division, Macaulay began as an administrative law judge I in 2012[3]. By 2014, she had advanced to administrative law judge II[3]. From 2016 to 2020, Macaulay served as a presiding administrative law judge[3]. She became chief administrative law judge and deputy director of the division in 2020 and held that position until 2022[3].

Among her professional honors, Macaulay was recognized at the California Association of Black Lawyers Judicial Luncheon in 2019[5]. In 2024, she received the Karen L. Robinson Legal Excellence Award from the Thurgood Marshall Bar Association[4].

Personal life

At the time of her appointment, Macaulay was a resident of Yorba Linda, California. In discussing her move to the bench, Macaulay said she sought a different kind of impact after her position at the California Department of Social Services became more administrative[3].

Outside the courtroom, she served as a discussion facilitator for the 2025 program Linguistics on Trial: Race, Language, and the Law, which was sponsored in part by the Orange County Superior Court's Equal Access to Justice and Prevention of Bias Committee and the Thurgood Marshall Bar Association[6].

Macaulay is registered as a Democrat.
