Judge Julie A. Cecile - Professional Background & Legal Expertise

Biography

The Hon. Julie A. Cecile is a judge for the Onondaga County Family Court in the Fifth Judicial District of New York. She was elected to the bench in 2013.

Judge Cecile is a registered Democrat.

She graduated with her B.A. in political science from Siena College in 1988. She went on to earn her J.D. from Syracuse University School of Law in 1991.

Prior to her election to the Family Court, Cecile had served as the executive director for the McMahon/Ryan Child Advocacy Center since 2006. Her other legal experience includes working as an assistant welfare attorney for the Onondaga County Department of Social Services Law Department from 2000 to 2007 and was an assistant corporation counsel for the City of Syracuse.

She also served as a court-appointed attorney and a volunteer with the Onondaga County Bar Association’s Pro Bono Divorce Clinic.

Judge Cecile’s husband, the Hon. James H. Cecile, is also a judge. He became a Syracuse City Court judge in 2002.

Though they both grew up just a few blocks from each other in Syracuse, New York, the couple did not meet until law school at Syracuse University. During her childhood in Syracuse, Judge Julie Cecile’s parents, David and Elizabeth Allen, served as foster parents to dozens of children and would later adopted her brother, Andrew, from Korea when she was thirteen years old. Her experiences as a child, watching the process of the foster care system and the role that social services workers played in the children’s lives, were key factors in her deciding to become a judge.
