Judge John M. Owens - Professional Background & Legal Expertise

Biography

The Hon. John M. Owens is a Surrogate Judge for the Monroe County Surrogate’s Court in the Seventh Judicial District of New York. He was elected to the bench in 2015 after having served on the Monroe COunty Supreme Court since 2005.

Owens earned a B.A. from the State University of New York at Fredonia in 1973. He then completed a J.D. from South Texas College of Law in 1977.

He began his legal career in the Monroe County Sheriff’s Department in 1978. Two years later, he entered into private practice. He worked in that capacity for the next twenty years, eventually leaving to become a principal law clerk for the Monroe County Surrogate’s Court in 2000.

His memberships have included the Advisory Committee on Judicial Ethics, the Judicial Advisory Panel of the New York State Lawyer Assistance Trust, the New York State Bar Association, and the Monroe County Bar Association.
