Biography

The Hon. Jessica L. Mangrum is a judge for the 200th District Court in Travis County, Texas. She was elected to the bench on November 3, 2020.

Prior to her appointment, Mangrum was a partner at Thompson, Coe, Cousins & Irons. She joined the firm as an associate in 2002, rising through the ranks to become a partner in 2011. During her tenure there, she specialized in civil litigation, including personal injury, professional liability, and construction cases.

Mangrum earned a bachelor’s degree in government from the University of Texas at Austin. She spent the next few years working as a legislative assistant for Representative Chet Edwards before completing a J.D. at the University of Texas at Austin School of Law.

She is Board Certified in Construction Law by the Texas Board of Legal Specialization.

Her professional memberships have included the Board of Directors for the Austin Young Lawyers Association and the Austin Bar Association. She has also been involved with the Texas Bar College, Volunteer Legal Services, and the Austin Building and Standards Commission, and she is a member of Central Austin Democrats, Big Brothers Big Sisters, and Austin Habitat for Humanity.

Raised in West, Texas, Mangrum is the daughter of an attorney in Waco. Her father represented individuals in divorce, custody, personal injury, real estate, and workers’ compensation cases. Mangrum and her husband, John, have one daughter and two rescue dogs, Fran and Ollie. When not presiding over legal proceedings, she enjoys running, reading, and spending time outdoors.

She is registered as a Democrat.
