Biography

The Hon. James P. Dollard (Ret.) was a justice for the Queens County Supreme Court in the Eleventh Judicial District of New York. He joined the Supreme Court bench in 2001 and retired in 2009.

Previously, Dollard had also served as a judge for the Civil Court of the City of New York in Queens County (1995 to 2000).

He received a B.S. from Fordham University in 1954. Dollard also completed an LL.B. at Columbia Law School in 1959.

Prior to his judgeship, he was a principal law clerk for the Hon. Alfred D. Lerner, administrative judge for the Queens County Court (1989 to 1995). Dollard entered his clerkship after serving as the managing partner at Blum, Gersen, Dollard & Stream and as a senior litigation attorney with Blum, Haimoff, Gersen, Lipson & Szabad (1976 to 1989). His legal experience also included a stint as chief of the Law Department of the Queens County Supreme Court.

He served as a member of the Queens County Bar Association (past-president), the House of Delegates of the New York State Bar Association, the Law Assistant’s Association of the City of New York (past-president), the Unified Court System Employment Relations Review Board (vice-chair), the Local Court Advisory Committee, the Civil Case Flow Committee for the U.S. District Court, Eastern District, the Grievance Committee for the Second and Eleventh Judicial Districts, the Joint Bar Association Committee (chair) (for the evaluation of administrative law judges for the New York City Parking Violations Bureau), and the New York State Bar Association Committee on Court Operations.
