Judge Earl W. Bartgis, Jr.: Professional Background and Legal Expertise

The Hon. Earl W. Bartgis, Jr. is an associate judge for the Frederick County District Court in Maryland. He was appointed to the bench by former Governor Martin O’Malley on November 25, 2013.

Bartgis earned a bachelor’s degree in politics and government from George Mason University in 1986. He then completed a J.D. at Georgetown University Law Center in 1989. He is admitted to practice in Maryland (1989), the United States District Court for the District of Maryland (1990), the United States Supreme Court (1995), and the United States Court of Appeals for the Fourth Circuit (1997).

After graduating from law school, Bartgis entered into private practice. He started as an associate at Miles & Stockbridge, rising through the ranks to become staff associate (1995) and associate counsel (2000). Then, in 2006, Bartgis opened his own private practice as a sole practitioner. He specialized in commercial litigation, landlord-tenant, family, and personal injury matters.

His memberships have included the American Bar Association, the Maryland State Bar Association, the Frederick County Bar Association, and the Federal Bar Association. He also served as President of the Epsilon Housing Trust as well as a member of the Board of Directors of the Heartly House and the Western Maryland Chapter of the Alzheimer’s Association.

He is a recipient of the Legal Advocacy Award from the Maryland Disability Law Center (2010).
