Biography

Hon. Constance L. Epstein (Ret.) is a judge trial referee for the Hartford Judicial District Superior Court in Connecticut. She was appointed to the bench by former Governor Mary Jodi Rell in 2004.

Prior to her appointment, Epstein was a partner at Howard, Kohn, Sprague & Fitzgerald. She joined the firm in 1982 and was named a partner in 1987. Epstein specialized in civil litigation, arbitration, and appeals. Over the course of her legal career, she also served as a volunteer arbitrator and fact-finder for the Hartford, Waterbury, New Britain, and Middletown Judicial District Superior Courts and was a special master for the United States District Court.

Epstein received a bachelor’s degree from Illinois State University in 1965. She went on to complete a J.D. at the University of Connecticut School of Law in 1979.

She was admitted to practice in Connecticut (1979), the United States District Court for the District of Connecticut (1979), the United States Court of Appeals for the Second Circuit (1983), and the United States Supreme Court (1988).

After graduating from law school, Epstein began her legal career as an attorney in the Office of Legislative Research for the State of Connecticut, where she was tasked with researching bills and candidates for the Senate Judiciary Committee.

She was editor-in-chief of “The Defense” and served as chair of the Litigation Committee of the Hartford County Bar Association.

Epstein was born in Rockford, Illinois.
