Biography

Hon. Colleen A. Cavanaugh is an associate judge for the Baltimore County Circuit Court in the Third Judicial Circuit of Maryland. She was appointed to the bench by former Governor Martin O’Malley on February 24, 2014.

Cavanaugh began her judicial career as a judge for the Baltimore County Orphans’ Court in 2006. During her tenure, she served for two years as its chief judge (2007 to 2009).

Cavanaugh also spent time in private practice. She was a partner in Cavanaugh & Warshaw, P.A. (2011 to 2014); an associate at Scanlan, Rosen & Shar, LLC (1995 to 1999); a sole practitioner in her own private practice (1993 to 1995 and 1999 to 2011); and a contract attorney at Kramon & Graham, P.A. (1992 to 1993).

She received a B.A. in history and justice from American University in 1989. She went on to complete a J.D. at the University of Maryland, Francis King Carey School of Law in 1992.

Her memberships have included the Maryland State Bar Association, the Conference of Orphans’ Court Judges, the Baltimore County Bar Association, the National College of Probate Judges, the National Association of Women Judges, the Maryland Association of the Judges of Orphans’ Courts, the Trial Judges Association of Maryland, and the National Center for State Courts (advisory committee).

Cavanaugh also sat as a member of the Baltimore County Bar Association’s Bench-Bar Committee and the National College of Probate Judges Membership Committee (chair) and Executive Board.

She was involved with the St. Paul’s School Leadership Development Council and the Turn Around, Inc. Board of Directors.

Cavanaugh was named a Maryland Super Lawyer in 2012 and 2013.

She was born in Towson, Maryland, and attended Maryvale Preparatory School.
