Biography

Overview

The Hon. B. Tam Nomoto Schumann (Ret.) was a judge for the Orange County Superior Court in California. Schumann was elected to the bench on November 5, 1996, filling the vacancy created by the retirement of the Hon. James J. Alfano[1]. She retired in January 2013[1].

While on the bench, her assignments included civil, criminal, and family law matters[2]. She joined the Civil Panel in 1997 and later took family law assignments in 2002[2]. Her judicial work also included proceedings in the Richard Ramirez case[2]. At the Fullerton North Justice Center, she also reduced a backlog of more than 500 cases[2].

Educational background

Schumann earned a B.A. in history from the University of California, Berkeley, in 1970, where she was elected to Phi Beta Kappa[2]. At the University of California, Berkeley, School of Law, she completed a J.D. in 1973[2]. While in law school, she received the American Jurisprudence Award twice and an International Legal Studies Scholarship[2]. She was admitted to the State Bar of California (1973).

Career history

After graduating from law school, Schumann briefly worked as an associate at Nossaman, Waters, Krueger & Marsh (1974), in Los Angeles, where her work included estate planning, business litigation, tax, corporate, and real property matters[2]. Schumann then joined the Office of Orange County Counsel as a deputy county counsel and later became supervising attorney of the probate division[2]. During 1979, she also served as a referee for the State Bar Court in Orange County[2]. Former Governor Jerry Brown appointed Schumann to the Central Orange County Municipal Court in April 1979, and she remained there until 1996[1][2].

Her professional service included work with the Judicial Council of California, the California Judges Association, the American Judges Association, the Japanese American Bar Association, and the Orange County Bar Association. She also served on the Governing Committee of the Center for Judicial Education and Research and chaired the California Judges Association's ethics and discipline committees[2][3]. In 2008, she became president of the American Judges Association[4]. In 2019, she was elected president of the California Judges Association for the 2019-2020 term[3]. Her honors included recognition by the California Supreme Court as a Pioneer of Judicial Education[3].

Personal life

Schumann was born in Oakland, California, and attended Lowell High School in San Francisco. Outside the courtroom, family life included her marriage to attorney Edward Schumann. Her interests included playing the piano, equestrian activities, backpacking, aerobics, and the Japanese tea ceremony, which she practiced and taught[5]. She identified as Lutheran.

After retiring from the bench, Schumann served as an assigned judge and lecturer at the University of California, Irvine School of Law[5]. She also taught for the Center for Judicial Education and Research[5]. Public service further included appointment to the Orange County Campaign Finance & Ethics Commission in 2017[6].
