Judge Cooper received his bachelor's degree from the University of Southern California. He went on to earn his J.D. from Loyola Law School in 2000.
After graduating from law school, Cooper sought a position at the Los Angeles County District Attorney's Office. He first applied in 2001 but was unsuccessful due to a hiring freeze at the D.A.'s office.

Finally, in 2007, he was offered an appointment to a deputy district attorney position. During his tenure as a deputy D.A., Cooper would serve as a prosecutor for the D.A.'s Hardcore Gang Division for his last two years with the office.
Cooper also served as a reserve deputy sheriff for 16 years, where he reached the rank of Captain.
