Biography

Hon. Amber M. Brennan is a judge for the 4th Judicial District Court of Minnesota in Hennepin County. She was appointed to the bench by Governor Tim Walz in 2022, filling the vacancy created by the retirement of the Hon. Elizabeth V. Cutter (Ret.).

Prior to her appointment, Brennan served as an Assistant United States Attorney with the United States Attorney’s Office for the District of Minnesota (2012 to 2022), where she was chief of the Firearms and Violent Crime Section. She also taught as an adjunct professor at the University of Minnesota Law School.

Before becoming a federal prosecutor, Brennan worked as an assistant county attorney with the Hennepin County Attorney’s Office (2010 to 2012), a lead project attorney with the Legal Aid Society of Minneapolis (2007 to 2010), and an assistant attorney general with the Minnesota Attorney General’s Office (2005 to 2007). Brennan previously worked for seven years at the Legal Aid Society of Minneapolis as a staff attorney beginning in 1998 (1998 to 2005).

She received a B.A. in journalism from San Diego State University in 1992. Brennan went on to complete a J.D. at the University of Minnesota Law School in 1998.

She is credited with co-founding a task force whose mission was to find and train lawyers to represent victims of predatory lending and foreclosure rescue scams.

Brennan has been involved with Meals on Wheels and Southwest High School youth basketball and football programs.
