This entailed investigation of submitredl plans and designs for overall code compliance including structural safety, adequacy of plumbing, electrical and mechanical systems, fire protection and other life safety considerations, as well as those having environmental and public health impact. Coordination with other agencies and enforcement of their applicable requirements was also essential. Arbitrated and resolved technical differences arising in the design and construction of these projects for the County and the architects, engineers, contractors, and other agencies involved. L958 to 1963 CIVIL ENGINEER, DADE COUNTY PUBLIC WORKS DEPARTMENT Designed and prepared specifications for buildings, roacls, bridges, drainage and water and sewer facilities. Was a member of the Florida Board of Building Codes and Standards for 12 years that administered and interpreted these provisions in the various state minimum building codes. Interpretation and enforcement of Occupational Safety and Health Administration and related safety provisions and pract “es, Complete scape of building code requirements based on uses. occupancy groups, and types of construction. Engineering and Construction Regulations. Worked for many years to develop comprehensive wind design requirements. Scores or commitiee meetings with experts in these areas and many field and laboratory tests. Have had extensive involvement in other aspects of building design and engineering as well. Approval af New Construction Products. Dade County approves new products for compliance with the South Florida Building Code and national standards that are used as proof of technical sufficiency and adequacy throughout the nation and Caribbean. Prefabricated buildings and components, roofing systems, swimming pools, window walls, electrical and mechanical systems; the list is in the thousands. The writer's signature as Executive Secretary to the Dade County Board of Rules and Appeals, along with that of the Product Contral Division Supervisor, represented the Board approval of these systems from 1968 until 199].THOMAS M. BLACK, P.E. Page 7 10. dl. 13. Structural Engineering requirements. Requirements for foundations, reinforced concrete, masonry, wood, aluminum, steel, floor & roof systems, wood trusses, and other structures. Development of Fire Protection Requirements. Fire rating requirements in buildings, fire resistive materials and assemblies. fire egress, flame spread ratings, hazardous contents, smoke control, fire sprinkler systems, calculated fire resistivity, emergency systems, detection, alarm and communication systems, etc. were a particular area of the writer's expertise for many years. Continuous work with the staff and editor's of the National Fire Protection Association publications, State Fire Marshal, Fire Chiefs, Fire engineers, Architects and Contractors was done to develop state of the art fire life safety regulations. The 1988 Edition of the South Florida Building Code was the first model code in the nation to embody verbatim the Fire Egress Requirements of the NFPA 10] (National Fire Protection Association). Many participated in this yeoman task. Development of Illumination Requirements; Many tests were performed to develop egress lighting requirements for buildings as well as indoor and outdoor parking lighting. Worked with other illuminating engineering lighting experts, public safety officials, (police) fire experts, engineers, contractors and architects to develop and promulgate these important mandatory code regulations over a period of approximately 20 years. Security and Forced Entry Prevention; South Florida with this writer's assistance was among the first areas of the nation to develop, promulgate and enforce these regulations in the 1970's and they have been considered a national model since. Lighting requirements, burglary intrusion door and window systems and the standards to accomplish this has been a particular area of concern.-THOMAS M. BLACK, P.E. Page 8 14. 16. 17, is, 19. Development of Safety Code requirements for mobile homes and travel trailers; Federal flood insurance requirements, Development of roofing requirements. A particularly complex area because of South Florida's aggressive climate - hurricanes, heavy yearly rainfall, more sunny days than most of the country, thereby introducing ultra violet light which is particularly damaging, high humidity, corrosion from salt spray, etc. Swimming pools, Another area of particular concern. An active swimming pool association with industry and the design professions participation coupled with HRS. the State Health Department, and the National Swimming Pool Institute helped the writer and others establish these code regulations. Claddings, including stucco, and glazing; Windows, doors, curtain walls and structural glazing systems, South Floritla developed the first codified structural glazing requirements in the nation with the help of the national industry and our local experts. including the writer. Development of Florida Energy Efficiency Code for Building Construction, The state law. adopted by the South Florida Building Code, was developed by state committees of which the writer was a participating member. Several years of meetings with industry experts produced one of the few successful State Energy Efficiency Codes in the Country. It is administered by the Department of Community Affairs and the Florida Board of Building Cades and Standards uf which the writer was a member and chairman.THOMAS M. BLACK, P.E. Page 9 iil 20. Plumbing, electrical, mechanical and gas pravisions; Have worked with various segments of industry and their experts over the years ta develop and codify these requirements. 2i. Certification and Recertification of existing structures; Helped create participated in administering the program for 10 years to see that buildings over 40 years in age are certified by an Engineer or Architect for structural adequacy. Expert Testimony Have acted as consultant and expert to law firms and other professionals in many areas of building construction and safety in South Florida and throughout the state and country and represented Dade County Government for 28 years in this field. Experience with other model building codes has heen based on these many years of considerable technical exposure to the Standard Building Code, Uniform Building Code, and BOCA Code, including many national standards published by NFPA, ANSI, ACI, ASTM, and others. Edited the South Florida Building Code from 1968 until 1991. Have been a working member of the Standard Building Code Congress since approximately 1970 with continuous involvement in the interpretation and amendment pracess. A 12 year membership on the Florida State Board of Building Codes and Standards, including chairmanship, which yielded valuable experience with the model codes, having made many interpretive and administrative decisions regarding the Standard Building Code, National, Uniform, South Florida Building Code and EPCOT (Disney World Code). A ten year membership and involvement with the executive Board of the National Academy of Sciences in Washington and Florida. Plumbing Code Committee - To develop an enforceable and uniform State Plumbing Code. State Uniform Code Committee - To develop uniform and equitable building cede regulations throughout the State of Florida. The South Florida Building Code was first adopted by the Board of County Commissioners of Dade County. Florida. on October 29, 1957 Revised editions of the Code were published annually or biannually until 1972, when the cycte was modified. Thereafter. four editions. 1974. 1976, 1979, and 1984 were published This edition amends the 1984 South Forida Building Code and establishes a new publication cycle of three years, with intervening annual amendments pub- lished in the form of supplements. The South Florida Building Code was initially written and compiled by WG Stephan under the direction of a steering committee chaired by George R.
