(Unincorporated area) and the other 26 jurisdictions in Dade County, having the
responsibility to work with the Building Officials of these 27 jurisdictions
regarding improving the performance of their duties. including fair and uniform
enforcement of the South Florida Building Code, and other applicable laws and
regulations.
Office was an independent Department separate from the Dade County Building
and Zoning Department by authority of Chapter 8 of the Code of Metropolitan
Dade County. Was assisted by a staff of five technical persons.
Continuous interpretation and arbitration of code requirements for building
officials, architects, engineers and contracters.
Work involved helping to determine and enforce countywide inspections,
engineering and architectural standards and procedures within the scape of the
applicable cades.
Cansiderable field experience in construction antl life safety inspections and
approval of buildings for structural, plumbing, mechanical, electrical and general
architectural requirements.
Technical advisor to Broward County, Florida for their interpretation and
enforcement of the Broward Edition of the South Florida Building Code for

Tenure as Executive Secretary to the Dade County Board of Rules and Appeals
for twenty-three years led to interpreting, determining intent, compiling and
editing the standards and provisions of the South Florida Building Code for the
Board, Dade County and industry at large.
Also served as Executive Secretary to the Energy Regulation Board performing
similar duties in the areas of energy conservation and development.
Continuously worked with staff af the State Fire Marshall’s Office, State Hotel
and Restaurant Commission, Public Works, Public Health Department,
Department of Environmental Resources Management, Corps of Engineers,
Housing and Rehabilitative Services, Department of Professional Regulation and
other regulatory agencies.
Worked with the Dade County Product Control Division of the Metro Building
Department and the Dade County Board of Rules and Appeals, as Executive
Secretary, tawards approval of new technical construction products used in Dade
County and many other parts of the United States, including the Caribbean and
Central and South America.
Overall responsibilities and work product included court appearances as expert,
fact witness, and third-party arbitrator in many facets of construction litigation in

DEPARTMENT
Administered and participated with ten contractors, electrical, plumbing and
mechanical masters, engineers and architects to examine building plans for
permit issuance on all proposed construction in the unincorporated area of Dade
County. This entailed investigation of submitredl plans and designs for overall
code compliance including structural safety, adequacy of plumbing, electrical and
mechanical systems, fire protection and other life safety considerations, as well as
those having environmental and public health impact. Coordination with other
agencies and enforcement of their applicable requirements was also essential.
Arbitrated and resolved technical differences arising in the design and
construction of these projects for the County and the architects, engineers,
contractors, and other agencies involved.

Designed and prepared specifications for buildings, roacls, bridges, drainage and

Structural Engineering requirements.
Requirements for foundations, reinforced concrete, masonry, wood,
aluminum, steel, floor & roof systems, wood trusses, and other structures.
Development of Fire Protection Requirements.
Fire rating requirements in buildings, fire resistive materials and
assemblies. fire egress, flame spread ratings, hazardous contents, smoke
control, fire sprinkler systems, calculated fire resistivity, emergency
systems, detection, alarm and communication systems, etc. were a
particular area of the writer's expertise for many years. Continuous work
with the staff and editor's of the National Fire Protection Association
publications, State Fire Marshal, Fire Chiefs, Fire engineers, Architects
and Contractors was done to develop state of the art fire life safety
regulations.
The 1988 Edition of the South Florida Building Code was the first model
code in the nation to embody verbatim the Fire Egress Requirements of
the NFPA 10] (National Fire Protection Association). Many participated
in this yeoman task.
Development of Illumination Requirements;
Many tests were performed to develop egress lighting requirements for
buildings as well as indoor and outdoor parking lighting. Worked with
other illuminating engineering lighting experts, public safety officials,
(police) fire experts, engineers, contractors and architects to develop and
promulgate these important mandatory code regulations over a period of
approximately 20 years.
Security and Forced Entry Prevention;
South Florida with this writer's assistance was among the first areas of
the nation to develop, promulgate and enforce these regulations in the
1970's and they have been considered a national model since.
Lighting requirements, burglary intrusion door and window systems and

A particularly complex area because of South Florida's aggressive climate
- hurricanes, heavy yearly rainfall, more sunny days than most of the
country, thereby introducing ultra violet light which is particularly
damaging, high humidity, corrosion from salt spray, etc.
Swimming pools,
Another area of particular concern. An active swimming pool association
with industry and the design professions participation coupled with HRS.
the State Health Department, and the National Swimming Pool Institute
helped the writer and others establish these code regulations.
Claddings, including stucco, and glazing;
Windows, doors, curtain walls and structural glazing systems, South
Floritla developed the first codified structural glazing requirements in the
nation with the help of the national industry and our local experts.

Development of Florida Energy Efficiency Code for Building
Construction,
The state law. adopted by the South Florida Building Code, was developed
by state committees of which the writer was a participating member.
Several years of meetings with industry experts produced one of the few
successful State Energy Efficiency Codes in the Country. It is
administered by the Department of Community Affairs and the Florida
Board of Building Cades and Standards uf which the writer was a member

Expert Testimony
Have acted as consultant and expert to law firms and other professionals in many
areas of building construction and safety in South Florida and throughout the
state and country and represented Dade County Government for 28 years in this
field. Experience with other model building codes has heen based on these many
years of considerable technical exposure to the Standard Building Code, Uniform
Building Code, and BOCA Code, including many national standards published by
NFPA, ANSI, ACI, ASTM, and others.
Edited the South Florida Building Code from 1968 until 1991.
Have been a working member of the Standard Building Code Congress since
approximately 1970 with continuous involvement in the interpretation and
amendment pracess.
A 12 year membership on the Florida State Board of Building Codes and
Standards, including chairmanship, which yielded valuable experience with the
model codes, having made many interpretive and administrative decisions
regarding the Standard Building Code, National, Uniform, South Florida

A ten year membership and involvement with the executive Board of the National

The South Florida Building Code 1s founded on the principle that the people s
safety 1s the highest law Its fundamental goals are the preservation of human.
life and property from tire and other !ife safety hazards related to buildings and
building construction through enlightened and proper design. construction and
inspection ofall buildings and structures. uniformity in building regulation. the
development of better methods of construction based on rational analysis and
the establishment of sound basis for the growth of the South Florida area
recognizing both the environmental and economic needs of the community.
The South Florida Building Code was first adopted by the Board of County
Commissioners of Dade County. Florida. on October 29, 1957 Revised editions of
the Code were published annually or biannually until 1972, when the cycte was
modified. Thereafter. four editions. 1974. 1976, 1979, and 1984 were published
This edition amends the 1984 South Forida Building Code and establishes a new
publication cycle of three years, with intervening annual amendments pub-
lished in the form of supplements.
The South Florida Building Code was initially written and compiled by WG
Stephan under the direction of a steering committee chaired by George R.
Headley. and a technical committee chaired by Igor B Polevitzky Thomas M.
Black. P.E., has edited the Code since 1968.
